It is my pleasure to join you this morning. Thank you all for your presence to this Technical Working Group meeting of the 9th Philippines-Taiwan Joint Labor Conference.    

 

非常榮幸能夠在今天舉辦的第九屆的聯合勞動技術工作組的會議, 跟大家聚在一起也非常感謝今天大家能夠出席。

 

This year, we are into our 9th JLC after a long hiatus, due to the COVID 19 pandemic restrictions.  I believe this is a clear manifestation of our mutual and constant support to our dialogue process in further making better measures for the Filipino workforce in Taiwan.

 

因為疫情的影響, 我們耽誤了一段時間, 到了今年才能再繼續召開第九屆的聯合勞動會議。我相信這是雙方互相扶持的表現,協手為在台的菲律賓勞工製定更好的措施。

 

We have indeed come a long way and have accomplished many things for our workers because of our joint labor conference. As of the latest report from the Ministry of Labor, there is an estimated 154,419 documented Filipino workers with jobs in various manufacturing and service establishments in Taiwan.  However, we foresee even bigger stakes in the future.  We have thus come to this point in time in our bilateral relations that calls for us to be even more closely consulting with one another.

 

因為聯合勞動會議的關係,我們為了移工做出了很多很好的安排。根據台灣勞動部的紀錄, 菲律賓有15 4419位移工在台灣從事製造業還有服務業的工作。我們預計將來會面臨更多的挑戰。希望我們兩邊能夠互相多多溝通和商議。

 

It is from this perspective and spirit that we wish to engage our Taiwanese friends in the succeeding discussion and proceedings.  We seek your kind-hearted cooperation and commitment towards making the participation of our migrant workers in your market transparent and sustainable.

 

希望台灣能夠繼續以保障菲律賓移工的權益為目標而努力.

 

I am therefore confident that the TWG meeting today will bear significant fruits, including a set of doable recommendations and outcome documents for approval during the Ministerial meeting in the coming weeks.

 

因此我非常肯定因今天這個技術工作組的會議, 我們雙方一定會取得重大的成果, 抱括可行的建議, 能夠在部長級會議時達到共同的協議。

 

The Philippines-Taiwan relationship has seen many colorful ups and downs, but it has always been resilient.  We have always been able to resolve many differences because we know that we have a history of helping one another when it is most counted. Towards this end, I urge you to help our migrant workers in your country be more productive contributors to your well-being by sustainably caring for their self-esteem, welfare, and development.

 

雖然菲台兩國的關係也經歷了不少波折, 但始終堅韌不拔。到了有難的時候還是會互相扶持。在此,我懇求的希望台灣能夠多協助在台的移工,持續的關心他們和維護他們的福利。
